The Norwegian Scientific Committee for Food Safety (VKM) has conducted a risk assessment of consequences for human health caused by trade of raw milk and raw cream for direct consumption without prior pasteurization.

The EU directive 853/2004 (H2) does not require pasteurization of all milk and cream meant for consumption. However, the individual country can ban or limit the trade.

This can only be done after assessment of risk and when it is necessary to reach the purpose in the directive.

Unlike the EU, Norway has since 1953 required pasteurization of all milk and cream meant for consumption.

The panel on biological hazard was responsible for the risk assessment.

The risk assessment was published February 16th 2006.
